There's no need for a special tool. The problem is that the access over the fender is difficult. If the fender is off, the process goes much faster.
I do find that cutting a wrench in half helps. The shorter wrench has more swing.
I've also used a 1/4" drive socket. The smaller socket seems to help. A flexible spring-type drive also helps.
But, as I said, most of the problem is just getting into position.
