No sure about pa but in NJ if you clear the codes you have to wait about a week or so before they inspect it. I guess it shows that the codes were cleared. Pretty sure same if you discount battery long enough to clear the memory. Unless your scan tool is some sort of device designed to beat the emission system you may not pass if you have a problem
