Some just have names that sound like they are official. Others are somewhat associated with a law enforcement organization in that they are authorized to use the organization's name which receives a cut of the take.
It would be very rare that an actual governmental agency is soliciting funds. Usually, if it's law enforcement-related solicitations it's from one of their associated union/benefit/charity organizations.
If you want to give, give directly to an organization, not to a boiler room who takes a major cut.
No self-respecting law enforcement agency will give out any "free pass/get out of jail cards", especially for $25.00 a year. You're just riding around with an "I'm a sucker" decal on your car.
