I would think with that plate number, the VIN will be no problem to aquire through the Maine PD.
once you have that, I'd say the chances are very good it's registered on PW Registry. Ask if they can see who it's titled to now from that plate number.
If it was a BC plate, I could tell you so I'm sure your uncle can find the info easy.
