Your second paragraph is especially true. I'm absolutely certain that if gasoline or electricity were invented today, the government would never allow the public to have access to them. For that matter, even steam and candles would be banned. Nowadays people sue and win because typing on a computer keyboard gives them sore wrists, or the car doesn't stop when the driver mistakes the gas pedal for the brake.

Imagine if the inventor of the candle got sued every time a candle burned somebody's house down. We'd never even get to the state where somebody could stick their finger in a light socket and electrocute themselves or pour gas into their lawnmower while smoking and incinerate themselves.

The lawyers, with the connivance of the politicians, most of whom are lawyers, operate by removing from the world anything that is dangerous. That makes them a force against progress of any sort. The only thing that saves civilization is that large complex systems of law and government always eventually collapse under their own weight, the lawyers starve, are killed, or are forced to take up productive trades, and reasonable people start things over from scratch.
