There should be somebody who sets up a business right next to the base who will haul your new purchase to his lot, at which you'll be able to add fluids, do minor repairs, and get it drivable. When I bought my M35s from Ft Lewis, the DRMO guys push-started them with a forklift, and I drove them up to Seattle on I-5 with no batteries and no way to re-start them if they stalled on flat ground. It was dicey, but economical.
