Looks like some vehicles may have had the fluids drained, but not all.
It says you are not allowed to add fluids to the vehicles on base, even the ones that have not been drained. So, no topping off just to get the vehicle off base.
You might as well plan on paying to have these vehicles hauled away. Then, if you are able to drive them off, you are money ahead.
