Power Wagon Trivia the Blizzard Edition

Welcome to the blizzard edition of Power Wagon Trivia. Upon disassembly of a truck (1952 B3 in this case) I found an interresting pair of items. Here are two pictures of what I found. Your challenge is to determine the function of what I found and where on the truck it goes. The first one with the correct answer gains 100 PW trivia points and bragging rights within the game.

Also I will add a link to another hint tomorrow if there are no correct answers.
