I've seen plenty of freeze cracked blocks with the welch plugs undisturbed. If you think that is what they are designed for you must admit it is a poor design.
As to flaming posts from unknown sources I have an eighty year old neighbor who does his best on line. Sometimes I tell him not to type with his mittens on but otherwise I put up with it.
