the FREEZE plug should be calleda rust out plug cause rust gets 99 percent of them. Go to your local NAPa store and tell them the problem . I'm sure they have a good radiator flush in stock. Ok on the windshield. Take a chisel and hammer and hit the side of the nuts to jar them. that should free them. if not heat them with a hand held torch (like you'd use to sweat a joint in a copper pipe) then they should come out. for the broken one hope and pray after you get it apart that theres enough left to get a good pair of vise grips onto. Thats how I'd do it Dean
