Yes.. you found the secret to the THERMO SIPHON cooling system...they must be completely full.....If they are not then the circuit is broken and no water will circulate. This system was used on a number of small farm tractors, The Allis Chalmers Model G comes to mind, and of course the Model T car. It is a good system as long as you keep the system full.
