When I was climbing out of Slate Creek one time in late fall in the M35 I got into snow in an area where the road has a fair slant off to the side, some springs run out across it and freeze, and the sun never shines. It was pretty much glare ice. I couldn't even back up because the steering tires had no effect and every time I tapped the brakes the truck slid a little closer to the edge. At that time I had only one set of single chains and I put them on the front, then proceeded on up the mountain in a sort of crab-like manner. The chains held the front tires on the road although the rears were trying to slide off. Once I got past the ice and into deeper snow I was okay. When I got to coming down the other side, I took the chains off and put them on the rear.

So, to answer the question, I think in general you want them on the rear for most conditions because that will keep the back end behind you if you hit the brakes on ice. But if you have to climb a slippery hill, you need them in front because otherwise you won't be able to steer. Now I have two sets of dually chains for the rears and single chains for the front so it's no longer an issue.
