fuel pump M-37

My M-37 quit, took the fuel pump off and the arm was loose side to side and no fuel was being pumped, something broken with the lever. Anyone have that happen?

I replaced this with one I had marked "good" and this does not work. Does it need to be primed? Of course this pump may be faulty also and mislabelled

I did check the filter in the tank an it look good.
