One of your front hubs could be sticking
or you need to back up a bit to get things to disengage
or you have one of those rare constant mesh NP203s
or your shift linkage is not set up correctly
or something is busticated in you transfer case
or it is time to change the lube - like 30 years too late
or maybe you are driving in reverse
