Tightening Tie rod ends question

After raising my front axle of my B4 FFPW on stands, I noticed that I can shake the tires and there is looseness in the tie rod end. The spindle of the tie rod end is not pushed into knuckle flange so that there is about 1/2 inch of clearance between the axle flange and the tie rod. When I tighten the castellated nut the tie rod end spindle rotates. How does one get the nut turned all the way down with this spindle rotation?
