Bill: I have an '88 Ford with the non turbo 7.3L IDI diesel. I've had it since new, so over the years I've learned some things about it...

Suggestions, in order, would be:
1) Change the fuel filter
2) Change the fuel return lines and "O" rings on the injectors. When this engine runs, the fuel constantly circulates past the injectors. The "O" rings on the injectors leak air and will cause the truck to start fine, run for three seconds or so and quit.

I doubt he has a fuel pump problem.

My truck FINALLY starts as it did the day it was new, even in the cold weather without the block heater. Make sure all the glow plugs work. (and make sure you buy the right ones, not the aftermarket plugs). Make sure both batteries are good, make sure the battery cables are not corroded, and most important make sure the engine is spinning over quickly. My biggest problem was my starter seemed to turn the engine over just fine, but it was not turning it over fast enough. After putting a new starter in it cranked over FAST and made a huge difference in starting. Diesels need to crank over fast to start.

Email me if you would like if you have any questions.
