It's just a matter of how much. At idle, air passes through the little hole in the end. At full throttle. the spring raises it and allows more air to pass through the side hole and and past the pointy end.

So far as preload, assemble it, left side up, and try to push the plunger down. The spring should have it down already. That would be preload. Not flip it over. Poking the plunger should move it against the spring pressure, until it hits it's seat.

Run it. Or waste a rare and valuable NOS part, for no reason.
