I think it is the stock running gear with other wheels on adapters. If you look closely in a full page picture, I think you can see the 5 standard lug nuts on the hub inside the center of the larger wheel. They are probably holding the adapter plate to the hub. I have seen these 8 lug wheels before on a newer militaty truck but I don't remember what. Seemed to me it was a cab forward 3 axle unit that the National Guard had. Struck me a being foreign built / maybe NATO type unit.
