Many diesel engines use a restrictor (orifice) in the return line to choke down the flow of fuel going back into the tank. This maintains some pressure in the low pressure "loop" from the tank, up to the injector pump, and overflow going back to the tank. This low pressure loop is created by the lift pump, and it's only job is to deliver adequate fuel flow to the injector pump at all times.
