Personally, I don't think any country should be able to have nuclear weapons, because all countries are controlled by politicians and I don't trust politicians. Conversely, it might make all governments more circumspect in their dealings if everyone was allowed to have any kind of weapon that the military was allowed to have. It was actually that way up until less than 100 years ago. If you wanted a nice Howitzer or a Gatling gun, and you had the money you could just go buy it, no problem.

I trust politicians with nuclear missiles about as much as a trust crazed psychos with small arms, which is essentially not at all. Probably the only things that have kept countries from nuking each other so far are the fear of getting nuked in return, and reasonable people in the military (in any country) who would refuse such orders.

Look at Syria. What's turning the tide in the Syrian civil war? Is it all the serious pronouncements of Deep Concern and Serious Consequences from the capitols of Europe and the UN? Or is it the fact that the revolutionaries have organized themselves into a coherent fighting force and are starting to have success using weapons to kill their oppressors?
