I think it would be interesting to try a very low-viscosity slow-evaporating solvent. It seems to me that would give the ATF mixture more time to get way into the rust. I would have to look up the exact numbers, but it seems like acetone, MEK, and Xylene are all very low viscosity. Xylene is much slower to evaporate, though, and might be better. Acetone has the advantage of cheapness and being something you can get almost anywhere (nail polish remover is just scented acetone with lanolin added to keep the ladies' skin smooth).

There's another solvent that's been getting more popular, sold as "MEK Substitute". It's really just straight ethyl acetate. It has a fruity smell and is supposedly safer in terms of toxicity and explosivity than MEK. It's also fairly slow evaporating and appears to be just as runny as the ketones. It would certainly be worth trying if your local store doesn't have acetone. Some places are restricting the acetone because supposedly the meth heads use it to make meth.
