I have gotten a message similar to that. Paypal fraud is on the rise, I don't understand exactly how it works - but have had paypal on several occasions freeze my account and reverse payments 2-3 days after they were made. In those cases, the buyers and my activity were legitimate and we eventually worked it out. However, I could see how that would not always be the case...
