My guess is that the block side gets milled flat and to something like a certain chamber volume, probalby a guestimate, then the tops got milled to X.xxx dimension.

But hey, they may have milled the top bolt bosses first to be .xx above the top surface, flipped the head and milled to a guesstimate at chamber volume. In which case, there would have been no standard we can use.
