I don't think it needs a gasket behind the cap. The cork donut/packing would be compressed against both the shaft and the housing within the cavity, which means that if it it's in good condition, there would be nothing for a paper gasket to do. I wonder if the original was a custom cork donut or if they just used something like graphite-asbestos valve stem packing wound around until it filled the cavity.
