Does not solve the problem unless you have springs or other vibration isolation in the hangers. Otherwise you're just making the rafters rather than the floor vibrate. Sometimes noisy machinery like blowers is hung from springs rather than set on shock mounts, but that probably has more to do with location than anything. When you use springs rather than rubber mounts for vibration isolation you have to be careful that you haven't set up a resonance at some frequency that will be excited by the vibration source. Springs serve to prevent transmission of higher frequencies, but without damping, resonance is an issue. Rubber mounts accomplish both in one unit and are more resistant to side-to-side motion.
