Yep, it sure seems that way to me. I don't think it's a matter of low RPMs. I think it's a matter of a bad connection, or possibly some other weak component. If you can get it to malfunction while parked and revving up the engine, it should be possible to probe around as I described (maybe keeping the RPMs up with the hand throttle) and find the bad connection.

Maybe before even doing that. Monitor the voltage from the field terminal on the alternator to ground and see if it drops intermittently or fluctuates for no good reason. If it will only malfunction while driving, temporarily hook the voltmeter to the field terminal and run the wires into the cab. When the light flickers on, look at see if the field voltage dropped or jumped at the same time. You can also do that with the lead attached to the field output terminal on the regulator. If there's a difference, you must have a bad connection in between the two somehow. If you need to keep troubleshooting, try the "arm" and "bat" terminals on the regulator as well. This can be tedious, but it's still a better way of tracking down intermittent electrical problems than randomly replacing everything until it works.
