Cummins ECM & grid heater?

Is the intake heater needed to start in cold weather, or is it just there for emissions?

The ECM cycles the heater below 59 F before starting and after.

I've started my 4bt as cold as 7 degrees with no heater. I've never tried anything colder w/o a heater. I've started my Dodge as low as -15.

A friend has a boat with twin 8.3s. It cycles the grid heaters until the engines obtain 1200 RPMs. There is no "Wait to Start", and one would assume this pleasurecraft is only operated in fair weather.
