Oil Filter and Filler Questions...

Well, I took somebody's recommendation from here and delayed replacing all my core plugs until I knew I had a running motor. Now it is time to replace the remaining 4 plugs I did not initially replace. I removed the starter today (will have that refurbished) which provides access to one of the plugs. Of the two lower plugs, one is behind the oil filler tube and another tube(?) and the other is behind the oil filter tubing. See Pics in link.

Questions:
Can I remove the oil filler tube, seems very loose and easily moves back and forth? There appears to be some solder at the bottom but not at the joint? How is that attached to the block? Do I need to drain the oil from the engine before doing this?

I am running a small air filter in place of the oil bath filter. Mine has holes in the bottom and is unusable. Can I remove the tube for the oil bath filter that connects to the oil filler tube and just plug it with a fitting?

The other plug is behind the oil filter dip stick and sender(?) tubing, can I disconnect these fittings without draining the oil?
