The problem is that it takes a lot of energy to produce hydrogen for that process. That doesn't solve anything unless you can figure out how to use solar energy to produce the power behind the scheme.

Instead of inventing a new way to make hydrocarbons, you can let plants make them for you. Plants are already adapted to use solar energy to combine CO2 and water to store energy in sugars and oils. Sugar and lipids are nature's way of storing energy. If you use an oil, you already have a liquid, which is the most energy-dense way to store energy for transportation fuel. A simple process can turn any vegetabel oil or animal fat into biodiesel, and you've got solar energy that Cummins (and the other mfgs) already approve in their engines.
