The bouncing in the needle is from either a kinked housing or the lube in the tube is stiff. The center core in binding a little then letting go after it winds up a little that causes the bouncing needle in most cases.

Take the entire speedo cable out. Pull the center core and flush and flush and flush the tube with WD40. The wipe the cable down with WD40 so that is nice and clean. Then lightly lube the core and insert in back in. Put it back in the same way it came out. when you install the cable back in make sure the the center core goes into the square fitting at each end.
