This is not a direct answer but my '55 Pontiac had a road draft tube from the valley pan. It was a separate piece that attached to a hole on the valley pan(with internal baffle) at the rear of the engine. This tube no longer fit when an aftermarket aluminum intake was installed. Sounds like this may be the case here. The new mnaifold interfered with the tube so it was not installed and the hole was sealed in some manner. You may have to look very closely at the valley pan and it may be obscured by the intake manifold.
