Called an IVR, Instrument Voltage Regulator. Instead of some high tech bit, it uses something like a signal light flasher to vary the volts from 4-6. I think. So your blinking lights means that part is probably good.

Now go to Radio Shack and buy and buy a little 50 ohm resistor, insert it between wire and ground instead of sender. If it reads somewhere in the middle, your sender is busted. Probably a broken ni-chrome wire.
