I dug out the old parts, and I find the old engine had a military block and a military crank pulley but a civilian timing cover. The pointer happened to fit under the rim of the large military pulley. I suppose whoever needed to grab a timing cover off of something else figured that approximate timing was good enough, or maybe made a paint mark on the timing cover that long since disappeared. Aside from being a military block (bolt-down oil filler pipe), it was all civilianized in terms of carburetor, ignition, etc. Next, I'll compare the two different civilian timing covers (quite different styles of pointers) and see if the pointers are at the same place or not, and compare the military pulley and hub to the civilian one in terms of location of the timing mark relative to the keyway. At this point it's more a matter of curiosity than wanting to "fix" it, because I'm pretty sure the timing is okay as it is. It would be nice to understand the variations so I could look out for them in the future.
