As Clint said that is a needle seat fitting, which on these particular carburetors is external compared with most which are inside the float bowl.
That fitting should remain tight in the carb housing except for service/disassembly.
You said you found the spring so I bet the plunger is inside the float bowl.
Also that needle has a rubber point?
They often get stuck to the seat and cause problems due to the gas we are now using.
Take the top off and see if you can find the rest of it,or start trying to match one up from a parts supplier.
