Ed, you have way too much play in the pinion bearings. They should be tight enough (without the seal) that the shaft will not free spin when the pinion nut is tight. Word on the street is that 15-20 inch-pounds preload torque is about right for used bearings.

When you tighten up the pinion nut, don't do it all at once, it can be hard on the bearings. Snug down the nut, then rotate the pinion a couple times to let the rollers seat, then torque it down to 150 ft-lbs +/-. Use a 1/8" x 1 1/2" cotter pin. If they holes don't quite line up, go a little tighter.
