Ah, that makes even more sense. Service brakes must be applied, plus pendulum tells it how fast you're slowing down. Seems like I've seen some really old electric trailer brake controller that was just a big rheostat -- maybe a pendulum moved the wiper across it and the power to it came from the brake light circuit.
