Best I can give you is my hunch. I've seen a pair on a chain drive tractor set up to retrieve Shermans and I've seen one on a Burma Jeep.
Best I can figure given the limited vehicles being bought in the late 30s some Congressman had a relative in the foundry business who needed work, thousands were made, some were actually used, and most went to surplus eventually.
