If some particular industrial accident or environmental disaster is so bad that there are actually mass protests about it, the government will find the manager of the mine or the factory, arrest him, and shoot him. Everybody is then supposed to consider the problem solved. Of course all these miners are getting killed in "illegal" coal mines. How does a country with such an all-pervasive government that watches what everybody does on the Internet and controls how many babies women can have manage to simply not notice entire coal mines until another dozen or two miners die in one of them?
