It sounds reasonable, but two resistors in parallel will drop the resistance by half, and give you more voltage on the motor. Might be too high. You need to check the motor voltage with a voltmeter and see what you have. Check when it's first starting up and also when it's sucking a hard vacuum, in case it's different. I would be leery of anything over 8 volts. You don't want to burn up a rare old 6 volt electric vacuum pump. If there's really an issue with heat, and yet the resistance of just one ballast resistor is exactly what you want, you can get the same resistance with 4X the power dissipation by setting up a series/parallel combination of 4 resistors. Hook 2 pairs in parallel and then hook those 2 pairs in series with each other.
