You're right not to try a resistor-type "voltage reducer". The load on a fan blower is steady. The load on a wiper motor varies tremendously depending on where in the stroke the motor is, let alone any snow on the windshield. A wiper motor needs a "stiff" power supply, not a simple resistor. I know, because I've experimented and made regulators that worked. I won't bother with the details here. I don't know of anyone who makes a proper 12 volt to 6 volt converter that really does put out a good stiff 6 volts and will do it at up to 10 amps or so, which is what the wipers need. Better to convert to 12 volt motors.
