The offset is to minimize the angle of the UJ's on the rear propeller shaft to the pillow block and add clearace between the shaft and gas tank. Keep in mind, the PW was designed around parts already in production.
The pillow block being a separate unit and driven by a propeller shaft probably classifies it as auxillary equipment not covered under the PTO std.
