If you are asking about rebuilding a Carter "square top" model ET1, ET2, ET4, E7F1, or E7S1, there are no components inside of them that ethanol will have any negative affect upon, except possibly the gaskets or the leather accelerator pump. I have had neither of these deteriorate from ethanol even after decades of personal use.

What performance issues are you experiencing that lead you to believe that you probably need a carb rebuild? What tests have you performed to diagnose those problems? Have you ruled out the governor as the culprit, assuming your carburetor has one?

I have never had a carb rebuilt by anyone else, so I can not recommend a business to try. I have so far had good luck rebuilding them myself. One thing I have found common to all of them, is that the governor settings have to be tailored to the engine the carb is going to be mounted on. You can rebuild the carb and test run it on one engine only to find out that the settings are off when switching it to another engine.
