If you don't replace the whole assembly with the brake backing plate and cams, then you need to cut off the bad one, and with parts from Midwest or Memphis Equip, repair it.
I did an article in the PWA a few years ago on this. You have to use a shop press to swedge the "neck" of the new bolt down (swelling it slightly) to hold the cam on it.
