CO DMV uses body VIN tag

I have had to get VIN verification done on several vehicles purchased out of state. Each time it is the VIN tag on the body that is verified and the frame is never looked at.

In addition to my experience with that, when I put together a bitsa out of a '76 IH Scout and a '51 Willys wagon, it was the body VIN/title that the DMV wanted for the registration. I had a title for the Willys body and for the IH frame so I was set either way. The vehicle was then registered as a '51 Willys.
