But, you have to have the State Patrol inspect the VIN, and then you have to wait three years before the state will issue you a title. Also, you have to be a resident Washington.

The long and short of it is, titles get lost and misplaced, or if it has'nt been registered in 20 years, it gets expunged off the books. also, vehicles were at one point titled using the engine number (in washington anyway), not the VIN or serial number, so if a engine was swapped out, and the title didn't get updated, you don't have a title for your PW.
The State Patrol knows what's up, and they are pretty good about sniffing out who is trying to pull a fast one. Just go down with any paperwork you have and be honest with them about what you are doing, and it will go relatively easy.
