Joe's site is the one I use to test if I have any internet functionality at all, because it's the fastest loading one I know of. It doesn't have all that fancy junk that slows down most sites.
There are at least two good sites for testing your connection speed, http://www.speakeasy.net/speedtest/ , and http://www.speedtest.net/
Things can go wrong in your ISP's system that will make all your browsing slow. Things can even happen that let you get to some websites but not others. If you run the speedtest and it doesn't show the speed you're paying (generally 1.5 MBPS or better for cable or DSL) call them up and have them send a tech out to check their equipment.
