What years for saw-tooth hand throttle?

I bought a loose cab that came with one. It's got a key-hole bracket below the dash for it. It also has "pigeon droppings" for hand welds. I wonder if the welds were a sign of something like very early? No, wait, it has a 2nd series bed. Hmm, I think I can date it by the bolt holes in the bottom flange of the head board? early vs late 2nd?
