In a normal case, I would say #3 above; I agree with Dave.
This is what my spring guy said, and it has worked very well for me.
If yours are flat now, it implies the steel is already fatigued and could get worse with time.
What is odd is, as you said, the position of the shackles in your truck. It makes me think that there is something amiss with the spring length. So, you may just "let it ride".
