It happens because they don't have the capability of making an accurate calculation at check-out time, so they just do the easy thing and use the total price. But as you say, the price has nothing to do with the cost of shipping it. However that silliness cuts both ways. If you happen to be buying a large, low-value item, you'll get a great deal on the shipping.

Retailers play all kinds of games with shipping costs, but I've noticed the industrial suppliers don't. They usually charge actual UPS/FedEx shipping, calculated when the item is packed up, and many of them offer free shipping for orders over $500 or something in the neighborhood. I don't think very many substantial legitimate vendors are gouging their customers on shipping these days. The shipping companies might be, but the vendors aren't.
