Sounds like a pretty decent reply to me. Lots of times the automatic shipping calculators on websites don't get it right and a call or email to the vendor will result in a much better price. Small-time vendors are doing well to get on the Internet at all and you can't expect them to have a staff of IT wizards like Amazon or Rock Auto. I can't judge whether or not he gouged you on the shipping price, but a personal reply to a complaint counts for something in my book. It may not be the answer you wanted but it's better than the companies that just blow you off completely.
